Using Business Process Modeling for Effective Decision-Making
Matthew Faulkner, Office of the Chief Financial Officer, USDA

The US Department of Agriculture (USDA) has over 200 grant programs which account for over $60B in annual disbursements from 16 agencies within USDA. For the past two years USDA worked to integrate these programs under the Lean Six Sigma Grants Process (LSGP) initiative, into one standardized To-Be Process Model utilizing the Lean Six Sigma process improvement methodology. With the vast scope of data from existing programs and the LSGP To-Be Process model, data management and Department wide decision-making was overwhelming. This presentation will discuss how USDA was able to leverage the MEGA business process modeling tool in order to control data and assist leadership in making well informed decisions as they relate to LSGP and the OMB mandated Grants Management Line of Business (GMLOB).

Moving Mitigation Directorate Financial Management into the 21 Century
Timothy K. Marrero, AAP CGFM, DHS/FEMA, Mitigation Directorate

As a performance based organization, Mitigation Directorate must align their costs to mission goals and be able to generate and meet agency metrics. To bring eight statutory programs and five separate funding streams into a seamless financial management system is a challenge. Performance budgeting, execution and financial management reporting and performance reporting is a requirement for any Federal organization, but must not become the primary mission. An Appian Business Process Management (BPM) solution will allow for all to be accomplished in a cost effective and timely manner, without the tether of a contractor required for every development and/or change to a process. Custom dashboards for leaders and staff allow for a constant monitoring of the mission accomplishment. During the development of the BPM processes, enterprise architecture, internal control, and business process reengineering documentation are developed to allow for a single source solution to multiple issues that each Federal Agency faces in today's challenging operational environment.
